Chip Garver has helped clients solve problems and maximize opportunities related to government engagement for more than 25 years. Chip draws from a diverse background to provide strategic and legal advice to public and private sector clients, including Fortune 100 corporations, government officials and individuals.

Government Advocacy

Chip has particular experience in navigating state and local legislative process and grass roots advocacy. He develops strategies to effectively interact with state and local governments. Chip has substantial legislative and regulatory experience in the areas of alcohol, gaming, taxation, health, education, environmental, economic development, banking and finance, local government, and logistics. He helped develop legislative strategies that secured the expansion of the Indiana Convention Center and a new home venue for the Indianapolis Colts and NCAA Final Four Men's Basketball Championship at Lucas Oil Stadium in downtown Indianapolis.

Government Experience

Prior to joining the firm, Chip was a Deputy Attorney General and the Director of Legislative Affairs for Indiana Attorney General Pamela Fanning Carter. He was responsible for drafting, monitoring and advocating the legislative initiatives of the Attorney General. Chip also monitored federal legislation and coordinated with the National Association of Attorneys General on several state and federal issues. In 1993-94, Chip served on the Indiana House of Representatives legislative staff. As Assistant Majority Attorney, he was responsible for drafting resolutions and served as staff counsel to the House Democratic Caucus.
