How Will the Federal PLA Order Impact Contractors?
Labor and employment partner Stuart Buttrick was featured in The Construction Broadsheet’s latest “Legal Q and A” column, a biweekly column that addresses specific areas of construction law. The publication asked Buttrick for insight on President Biden’s February announcement mandating labor agreements on large scale construction projects.
In the Q&A article, Buttrick answers a question about how Executive Order 14063 (“EO”) may impact subcontracting firms that work for general contractors on federally funded projects. He explains that the EO requires project labor agreements (PLA) for all federal construction projects costing more than $35 million, but also listed exceptions to the EO.
Buttrick also responds to questions about general construction firms’ involvement in setting up a PLA and how they can ensure that subcontractors working on firm projects are in compliance with the terms of a PLA.
