Overview
Lacey Berkshire brings a broad skillset and a multidisciplined practice advocating for clients before the Indiana General Assembly and executive branch agencies. She helps large corporations, small businesses, trade associations and other entities navigate governmental processes and procedures, and advises companies on public sector procurement and growth strategies. Lacey has a breadth of experience across many complex policy areas, including health care, energy, insurance, local government, controlled substances and gaming.
With a passion for advocacy and a deep understanding of policy intricacies, Lacey is skilled at crafting compelling narratives that resonate with stakeholders and policymakers alike. Her approach blends meticulous research with a keen understanding of political dynamics, allowing her to develop effective strategies that drive meaningful change.
Throughout her career, Lacey has cultivated a reputation for integrity, professionalism and a relentless commitment to clients’ interests. Regardless of the policy arena, Lacey brings a nuanced perspective and a results-oriented mindset to every challenge.
Prior Experience
Previously, Lacey was a partner at an Indianapolis law firm, focusing her practice on government affairs and regulatory law.
She also served as the director of health plans at the Insurance Institute of Indiana. In that role, Lacey represented the interests of health insurance companies, pharmacy benefit managers and Medicaid managed-care entities before the Indiana General Assembly, the Family and Social Services Administration, the Department of Insurance, and other state agencies. Lacey reviewed, analyzed and drafted proposed legislation and provided public testimony on behalf of the industry. She also assisted in statewide campaign outreach efforts to promote the goals of the Insurance Political Action Committee.
Lacey’s previous experience includes serving as legislative counsel for the Indiana Prosecuting Attorneys Council. She represented Indiana’s 91 elected prosecutors on an array of public safety, criminal law and local government matters before the General Assembly and other government entities. Her past experience also includes lobbying on behalf of the Indiana Credit Union League as the director of advocacy.
Lacey began her career as a Borst Fellow with the Indiana State Senate. There she focused on tax and fiscal policy and assisted in the development of the state’s biennial budget. She was also a legislative intern while at a prior firm from 2013 to 2014, and was a legal intern in the Office of Indiana Governor Mike Pence in 2013.
Personal Interests
In her free time, Lacey enjoys spending time with her family, cooking, reading, shopping and puzzling (word and jigsaw varieties).
