New Agency Tools to Address AD/CVD Circumvention Issues: Upping the Ante on Trade Remedies

Overview

Drinker Biddle’s Customs and International Trade team held a series of webinars that discussed the most pressing issues of the day.

This webinar discussed the latest efforts by the Department of Commerce (DOC) and by Customs and Border Protection (CBP) to combat attempts to circumvention antidumping and countervailing duty trade remedies. Enforcement of trade remedies is already a trade priority, and likely will draw even greater scrutiny in the Trump Administration. This webinar examined CBP’s implementation of the Enforce and Protect Act of 2015 (EAPA), a new CBP complaint and investigation procedure to address allegations of AD/CVD evasion. The webinar also examined recent case developments at the DOC that interpret the DOC’s anti-circumvention laws, including new allegations that steel manufactured in Vietnam using Chinese-made steel substrate is violating AD/CVD orders on steel products from China.
