Rachel Burkhart Discusses New Colorado P3 Law With Inframation News

In the article “New Colorado P3 Law Could Boost Social P3s,” Inframation News turned to real estate and construction associate Rachel Burkhart for commentary on legislation signed into law, which permits state public entities to pursue design-build-finance-operate-maintain public-private partnerships (P3s) with private partners and establishes and provides funding for a state P3 unit.

According to Burkhart, the bill will provide Colorado with another method to pay for public infrastructure and provide the opportunity for risk transfer. This financial flexibility is important in Colorado, a state that has sometimes had trouble finding the funding to build infrastructure projects, she said.

Burkhart added that the bill could catalyze P3 projects for projects such as new libraries, K–12 schools and revenue-generating parking garages attached to state buildings.
