Kacey B. Dugan

Overview

Kacey Dugan helps clients in the health care industry navigate state and federal policy issues and respond to new legislative and regulatory developments. She is an experienced health policy analyst focused on the major government health programs: Medicare, Medicaid and the Affordable Care Act. She offers deep knowledge of these programs, including how they function and their underlying regulatory structures, how decisions are made and their unique roles in providing health coverage to Americans. She helps clients interpret their complexities and identify strategies to achieve their mission or business goals.

Government Agency Experience

Prior to joining Faegre Drinker, Kacey served as a senior analyst at the Medicaid and CHIP Payment and Access Commission — Congress's advisory agency on Medicaid and CHIP issues. In her role for over six years, she led and participated in qualitative research projects and policy discussions on a wide range of issues affecting access to care for Medicaid and dually eligible beneficiaries, including: non-emergency medical transportation, design and implementation of Section 1115 demonstrations, delivery system and payment reform initiatives, implementation of electronic asset verification programs, managed care procurement and program integrity issues, Medicaid buy-in and state public option proposals, proposals to alter the Medicaid financing structure, the role of Medicaid for American Indians and Alaska Natives and opportunities to expand the role of community health workers in Medicaid, and Medicaid in Puerto Rico and other territories. She has authored over 40 publications on these and other topics.

Kacey also previously held internships with the U.S. Department of Health and Human Services and Senator Edward J. Markey.

Personal Interests

Kacey is an avid reader and a lover of pilates and hiking. She is working on traveling to all of the U.S. national parks.
