Overview

Timothy Moriarty represents and advocates for public and private clients in various state, local and public sector matters. In particular, Tim provides advisory and transactional representation for clients on infrastructure, public finance and development-related projects at all phases. Tim draws on a background in both the public and private sector to help clients advance their goals.

Prior Experience

Prior to joining Faegre Drinker, Tim served as special counsel to Indianapolis Mayor Joe Hogsett. In his role as special counsel, Tim led many significant public projects on behalf of the city involving complex transactions and important substantive policy matters. Tim also managed the formation and passage of multiple bipartisan, balanced $1+ billion city budgets (several of which passed unanimously), negotiated the city’s two largest public sector union contracts, and advised Mayor Hogsett on legal, budgetary, and policy matters relating to the City of Indianapolis’ response to the COVID-19 pandemic, including the utilization of federal relief dollars.

Of particular importance to Tim are matters of equity and social justice. Tim led the Mayor’s Criminal Justice Reform Task Force, which resulted in the formation of Indianapolis’ Mobile-Crisis Assistance Teams (MCAT) and the construction of the Indianapolis Assessment and Intervention Center as part of its new Community Justice Campus project. Tim also successfully worked to change the Indianapolis Metropolitan Police Department’s “use of force” standards to make them consistent with national best practices in policing such as proportionality and de-escalation.

Prior to his service in the Mayor’s Office, Tim was a litigator at Faegre Drinker and had previously served as an aide to various public servants and candidates, including U.S. Rep. Andre Carson (D – IN 7th District).

Personal Interests

Tim enjoys fishing, hiking, camping, cooking and coaching CYO sports.
