Overview

Andy Taylor counsels clients in all stages of litigation, including pre-dispute risk management, pleadings, motions, discovery, trials, appeals and alternative dispute resolution. He has concentrations in data privacy compliance and litigation, international trade matters, and international arbitration.

Privacy Litigation and Compliance

Drawing on his experience as an in-house data privacy leader, Andy helps companies in a wide range of industries with their data privacy and cybersecurity needs. This includes litigating claims under the Wiretap Act, Video Privacy Protection Act, Biometric Information Privacy Act, Genetic Information Privacy Act, Computer Fraud and Abuse Act, and state law invasion of privacy and consumer protection claims.

He also regularly advises companies on privacy compliance and risk mitigation under domestic and international privacy frameworks, including consumer privacy laws, the General Data Protection Regulation, EU-U.S. Data Privacy Framework, Health Insurance Portability and Accountability Act, and Federal Trade Commission Act. He has worked extensively with companies launching new products and initiatives, such as digital therapeutics, virtual try-on tools and biometric-enabled security programs.

International Trade

Andy also builds on his experience working in U.S. international economic policy to support clients navigating international trade matters. He is admitted to practice before the U.S. Court of International Trade and has worked for major clients on trade litigation, tariff classification, export control investigations, sanctions counselling, transactions subject to CFIUS review and direct interactions with international trade regulators.

International Arbitration

Andy has experience representing companies in international commercial arbitrations and in enforcement of foreign arbitration awards in U.S. courts.

Prior Experience

Before practicing law, Andy spent nearly a decade on Capitol Hill. He was chief economic advisor on the staff of the House of Representatives’ Foreign Affairs Committee, legislative director to the chairman of the Homeland Security Committee, and a professional staff member on the Financial Services Committee. His work included drafting and negotiating legislation, preparing congressional hearings, and conducting oversight and investigations of executive agencies.

After moving to Minnesota, Andy pivoted to the private sector, where he led the data privacy and digital legal operations team of one of the country’s largest agricultural lending institutions. He worked full-time while attending Mitchell Hamline School of Law’s part-time evening program. He graduated first in his class and was the associate editor-in-chief of the Mitchell Hamline Law Review.

Personal Interests

Since studying at the Middle East Technical University in rkiye, he remains avidly interested in the politics of rkiye and the Caucasus. Andy also enjoys organic gardening, hiking, kayaking, Dodgers baseball, bagpipes, travel, vegetarian food, reading The Economist, and spending time with his family.
